Traffic Engineers – Established transport planning, traffic engineering and
traffic management consultants, with expert witness experience at planning
court / planning tribunal hearings, servicing Australia (all states and
territories). We prepare traffic and
parking impact assessment reports to support planning applications, often
referred to simply as a traffic report, traffic study, assessment by a
suitably qualified traffic engineer or traffic management report to address
site specific operational and/or safety concerns. We prepare construction traffic management
plans (CTMP) to AS1742.3, being an accredited NSW RTA provider. We certify access, car parking and site
servicing layouts to AS2890.1 and AS2890.2, as per NPER and RPEQ requirements. We
prepare swept path diagrams using AutoTURN. A requirement of planning approval may
include the ability of the design vehicle to enter the site, internally
maneuver and exit the site in a forward direction. We have templates for cars (B85 and B99
dimensioned), rigid trucks and articulated vehicles. We assess and provide design input into
access, parking, on-site vehicle maneuverability and site servicing layouts
to the requirements of AS 2890.1 and AS 2890.2. Common issues include sight-lines to
pedestrians (vertical and horizontal) on the footpath and vehicles on the
frontage road, appropriate ramp grades and transitions, vertical clearance at
sag grade transitions, turning circles at changes of direction, access into
car spaces from sub-standard width access ways, column setbacks, ramp widths
and queuing space (inbound and outbound). We
prepare concept plans of pedestrian crossings, intersection layouts as per Austroads Guide to Road Design Part 4A, functional layout
plans of access driveways and parking spaces, lighting plans for public car
parks and signage and line-marking plans associated with traffic management
schemes. We
support architects, lawyers, town planners, surveyors, builders, business
operators / owners and individuals. We assist Councils and Road Authorities
with peer reviews of other parties’ traffic engineering related submissions.
We consider subtle variations that may exist between different state road and
local government authorities. Every assessment considers relevant local
planning context. We understand the
conflicting requirement between access and internal vehicle maneuverability
(council) and traffic flow (the road authority). We
provide hands-on approach to every one of our projects. With each key senior staff having between
17 and 23 years’ experience, we are confident in being able to provide
constructive input on traffic engineering matters from feasibility stages,
right through to planning application submissions and, where circumstances
dictate, provide expert witness representation at planning court / tribunal
hearings. Senior staff members are involved in every project. Our consultants are generally qualified in
civil engineering, geography or urban planning. We
have completed in excess of 1,700 projects across Australia and the United
Kingdom (in conjunction with ML Traffic Engineers Ltd) between 2005 and 2012.

Has Council or the Road Authority asked you to submit a report
involving a performance based assessment of car parking, access and/or
traffic impact issues to be prepared by a suitably qualified traffic
engineer? Are you looking for experienced transport planners / traffic
engineers with relevant planning related exposure and in-depth knowledge of
statutory requirements? Are you seeking a quotation for consultancy services on
traffic engineering matters? Key Services: Provide expert witness representation (VCAT, NSW L&E, SA
ERD, QLD P&E and WA SAT). Prepare traffic impact reports for submission to Council – to justify
a change of use or an increased level of use of land. Assist Councils with peer reviews of other parties’ traffic
engineering related submissions. Specifics: Provide advice on car-parking layout and access issues. Assess levels of parking supply and utilisation
in areas where Council is prepared to allow on-street and off-street public parking
areas to accommodate parking demands associated with a proposed development
or a proposed change of use. Design ramps and circulation access ways to comply with
AS2890.1:2004. Prepare turning paths for cars within on-site parking areas
and driveways using AutoTURN. Prepare turning paths for heavy vehicles (rigid trucks in
loading-bays, semi-trailers in industrial hard stand areas), as per
requirements of AS2890.2:2002 using AutoTURN. Provide advice on achieving compliant ground clearances at
changes of grades – particularly where turning maneuvers are involved (inside
pair of wheels “sees” a steeper grade). Certify access and car-parking layouts as part of a planning
application – as per NPER and RPEQ requirements. Assess sight-distance at driveway exits – to pedestrians on
the footpath and vehicles along the frontage road. Assess stopping sight-distance for vehicles on a frontage road
in the process of accessing a property. Prepare construction traffic management plans, as per
requirements of AS1742.3. Provide details of associated traffic re-assignment as a
result of temporary traffic management works. Carry out intersection operational analyses using vehicle-gap
analyses or software such as SIDRA. Carry out road network operational analyses using manual assignment
or software such as PARAMICS or EMME/3. Determine requirements for intersection turning lanes as per
warrants contained in Austroads Guide to Road
Design Part 4A. Prepare concept layout plans of intersections and pedestrian
crossings. Prepare lighting plans for car parks and streets. Provide advice on street layouts and access configurations for
residential and industrial subdivisions, including minimum distances between
